The Highland Road neighborhood plan is a loading study for a surface-parked apartment community of 425 rental homes. The plan and program support the City of Fredrick 2020 Comprehensive Plan, East Street Rising initiatives, and the East Street Corridor Small Area Plan. The site plan extends Highland Street from Hughes Ford to Monocacy Road. The building locations shape the surrounding streets and screen the parking courts from view. A spatial sequence from north-to-south connects the new Highland Road to the neighborhood to the south and the signature building places the leasing office and clubhouse amenity functions in a courtyard building fronting Highland Rd. The program is contained in three building types, a courtyard building that also hosts the leasing and amenity functions, “tuck under” parking, garden apartments, and stacked townhomes buildings.
